SOUTHEAST ASIA / MARKET BRIEFING
Singapore headquarters or first customer market?
Choose headquarters and customer markets separately. Singapore can host shared regional functions without standing in for customer behavior elsewhere.
Use this whenA company likes Singapore as a regional base but has not shown that its first customers or delivery work are there.

HYPOTHETICAL EXAMPLE / LOGISTICS SOFTWARE
RouteLedger, a logistics software company
This entire example is illustrative, including the company, numbers, thresholds, placements, and results.
RouteLedger wants regional leadership in Singapore. Its first reachable warehouse teams are in Indonesia.
The team has two Singapore partner introductions and seven reachable Indonesian customer accounts. No record shows repeated regional coordination work in Singapore. RouteLedger keeps leadership, finance, partnerships, and product authority with its existing home team while it tests customers and delivery in Indonesia.
01 / TWO QUESTIONS
Give headquarters and customer work separate answers
A headquarters choice asks where shared leadership and administration should sit. A customer-market choice asks where a specific buyer will try, buy, and use the product.
The answers may match when the work supports both. Organisational neatness is not enough.
02 / PLACE THE WORK
Use Singapore for the functions it can support
Singapore EDB presents the country as a base for regional and global operations. It highlights talent, infrastructure, connectivity, and access to business partners.
ACRA publishes a separate registration route covering structure, name, registration, and post-registration steps. Completing those steps creates an entity. It does not identify the strongest customer market.
Customer discovery belongs where the team can observe the buyer, current process, objections, and implementation burden. Support should sit where language and response needs demand it.
Keep the product owner in the weekly customer review and give that person authority to approve changes. Otherwise, local feedback can sit in a report while the product stays the same.
03 / ASSIGN THE FUNCTIONS
Assign every regional function before opening roles
List each function and the work it performs. Choose one of four placements: Singapore, the customer market, the existing home team, or undecided.
Move a function when meetings, delivery tasks, hiring needs, or qualified advice make the location useful. Convenience alone is not the test.
04 / WHEN SINGAPORE DOES BOTH
Singapore can hold both roles when customer facts support it
Singapore should also be the customer market if the strongest reachable buyers, product use, and delivery work are there. In that case, the same place may support both headquarters and customer learning.
A shared function should move to Singapore only after repeated regional coordination, a named Singapore role, or qualified local advice identifies a specific benefit. Until then, keep it with the existing team or undecided.
OPERATOR CHECKLIST
Use this before the next commitment
- 01Which shared functions need one regional base?
- 02Where are the reachable buyers for the first test?
- 03Where must implementation and support work happen?
- 04Who can change the product after local customer feedback?
- 05What new work would justify moving or hiring a function?
DECISION ARTIFACT
Function-by-function location table
This example compares Singapore, customer market, existing home team, or undecided for every function.
| Question | Evidence | Action |
|---|---|---|
| Regional leadership and finance | No repeated regional coordination record, named Singapore role, or qualified local advice shows a reason to move. | Placement: Existing home team. Review again after the customer test. |
| Regional partnerships | Two Singapore introductions do not yet create recurring work or a named local role. | Placement: Undecided. The existing home team owns the introductions for now. |
| Customer discovery and sales | Seven reachable Indonesian warehouse teams and no confirmed Singapore buyer interviews. | Placement: Customer market. Run the first customer test in Indonesia. |
| Implementation and support | The Indonesian pilot requires warehouse observation and local-language support. | Placement: Customer market. Keep delivery close to the Indonesian pilot. |
| Product authority | No product role exists outside the current team, which already owns release calls. | Placement: Existing home team. The product owner attends the weekly customer review. |
| First new hire | No task has repeated long enough to define a full-time role or location. | Placement: Undecided. Keep the work with the existing home team. |
The company, account counts, workflow, and placements are fictional. A real move needs a work record and current legal, tax, and employment advice.
BOUNDARY
What this cannot decide
This table is an organisational planning aid. It is not legal, tax, employment, immigration, or incorporation advice. Customer access must be tested directly.
